@clarkb:matrix.orgalso, openstack has discovered new pip will use a default pyproject.toml when building packages. This default doesn't work with PBR in all cases (specifically editable installations that have extra files to install). To address that projects need an explicit pyproject.toml file that points build tools at PBR. I don't think this affects zuul because it doesn't rely on editable installs anywhere, but worth considering.15:23
