fungialternatives would be to switch to some other platform for py39 testing. the particular bug we're encountering seems to be because ubuntu has patched openssl in a way that python does not expect (it's not broken in latest debian or fedora which solve the unsafe cipher suites deprecation/disablement in different ways from ubuntu)21:06
