johnsomWell, the issue is all about the way DIB gets installed.  The issue is ubuntu has both py2 and py3, with py2 default.  If you install dib using py2 devstack it's fine, the reqs are in the py2 environment, but if you install with py3 devstack, the elements are just using "python" and end up running python2 with the requirements having been installed with py315:23
