When creating a new load balancer with neutron lbaas-loadbalancer-create --name lb1 <subnet-id>, I get internal server error and in the q-svc.log I can see a traceback that ends with AttributeError: 'NotImplementedManager' object has no attribute 'allocates_vip'.
